Position: District Facilitation Officer Grade: G Project/Unit: Bihar Technical Support Unit Reports to: District Manager Location: East Champaran, BIHAR Duration: 2014 to 2017 Project Background: The confluence of four key factors creates a pivotal opportunity to accelerate progress toward achieving the government of Bihar’s (GoB) 2017 targets for reductions in rates of mortality, fertility and malnutrition, and increases in immunization coverage. CARE will lead the establishment of a Technical Support Unit (TSU) constituted with major development partners (DFID/BTAST, UNICEF, UNFPA, NIPI and WHO/NPSP), that will closely work with and support the Health and Social Welfare (ICDS) Departments of the GoB in their endeavour to achieve rapid and sustainable change in health and nutrition. The work of the TSU will focus on effective technical interventions in maternal and child health, family planning and nutrition. Key drivers of change will include the transfer of skills and building ownership of approaches and solutions by Health and Social Welfare (ICDS) Departments. The Program Performance Support (PPS) Unit of the TSU will consist mainly of public health managers and technical resources to facilitate implementation of effective strategies at the block level through existing GoB programs and resources at district and block levels. Job Summary: The District Facilitation Officer under the supervision of the Program Manager and District Manager will be the point person for RMNCH+A activities at the District level and support District Manager to ensure quality delivery of TSU interventions at the district. He/she will be responsible for providing operational assistance and technical support at district level to Department of Health (DoH) to effectively roll out RMNCH+A strategies. Key Responsibilities : 1. Provide technical support to district and block level officials in Bottleneck analysis and to take corrective actions for strategic shifts a. Using the available information/data, periodic support will be provided to DPMU/BPMU to carry out gap/bottleneck analysis at block and district level. b. Support district and block teams to develop strategies to overcome identified bottlenecks. c. Planning activity implementation aligned with district action plan. d. Monthly block report (using the GoI tool kit) on results of gaps/bottlenecks analysis and presented to block/district authorities. e. Prepare monthly progress report with DPMU and share with State RMNCH+A Unit (SRU) after discussing with PM/DM. 2. Contribute to Evidence based planning and budgeting of district PIPs a. Based on gap/bottleneck analysis, supportive supervision and consultation with experts; DFO will provide technical support for evidence based planning and budgeting in the context of developing Program Implementation Plans (PIP). b. Coordinate with District & Block Officials to utilize funds allocated in PIP for successful implementation solution levers 3. Supportive Supervision a. Provide technical support to prepare Supervisory plan for District/Block level and to ensure effective execution as well. b. Carrying out joint supportive supervisions monitoring visits with District Officials at all levels specially the ones with poor health indicators (coverage and quality) on monthly/weekly basis as per requirement. c. Provide support to district team in compilation, reporting and dissemination of the supportive supervision results at all levels and using these results in improving the planning and budgeting process. 4. Work closely with staff of BTAST, UNICEF, NIPI and NPSP and other development agencies working in the areas of health & nutrition. Qualification & Experience: • AYUSH/BDS/Paramedic and preferably Master’s degree or Post Graduate Diploma in Public Health/Health or Hospital Management/ Rural development. • At least 2-3 years experience of working in public health programs. • Preference to be given to female candidates with specialty in liasioning, training/education and quality management of facilities Skills & Competencies : • Ability to manage multiple tasks and priorities with attention to details • Experience of supporting District and block level implementation and problem solving • Experience of working with the national programs at district/Block level, especially RCH, NRHM and RMNCH+A. • Able to travel extensively within District or outside district, if required.
