Background In India the epidemiological data from 2010 indicate that there were 107 polio high risk blocks in the states of Uttar Pradesh and Bihar where maximum polio type 1 cases persisted. These blocks represented the epicentre of the virus. Sixty-six out of the 107 polio high risk blocks were in Uttar Pradesh, which were spread across 21 districts and 6 divisions. In March – April 2010, Government of India and Government of Uttar Pradesh, along with development partners, developed an operational plan to focus on the 66 high risk blocks. Though India has been certified Polio free in the year 2014, SMNet has continued to work in the areas of Nutrition, WASH and Health to provide concentrated efforts towards improving health indicators in these high risk blocks. Purpose To provide effective support for the nutrition component of the Convergence Plan for Polio. The Nutrition Consultant will be responsible to support nutrition interventions in the convergence plan with a focus on promoting optimal infant and young child feeding practices and effective implementation of activities during biannual Bal Swasthya Poshan Mah (BSPM) round. The Nutrition Consultant will be based at Bareilly division headquarter, and support the mission related activities at the district level Tasks and responsibilities The Nutrition Consultant will work in close collaboration with the Polio SMNet in the field and will also support the District immunization Officers of Health Department and District Programme Officers of ICDS, especially for BSPM round and promotion of IYCF practices. The Consultants will also work with the District Magistrates and CDOs for mission related activities. The Consultant will undertake the following tasks: a) Provide a report on the Follow up activities with the districts of assigned division for Vitamin A availability, procurement and preparation for June’15 BSPM round. Support the office of DM and CDOs in the districts of assigned divisions. Provide a Monitoring Report for 10 adopted villages in the assigned districts and assess progress on mission activities b) Monitor the NRCs in the assigned division and submit a status report. Submit analytical coverage report on status of vitamin A supplementation in high risk blocks in June’15 round. Submit a detailed observation report on the status of recording of the nutrition indicators in the new field book by the CMCs. c) The Consultants will liaise with the SMNet, the district and block officials from Health and ICDS and participate in coordination meetings with government and other relevant partners at District level. The consultants will also liaise with the District Magistrates and CDOs and participate in the meetings related to mission activities at all the relevant forums. d) The Consultants need to undertake extensive field visits to monitor programme implementation and assess the quality of services at the ICDS centers as a part of supportive supervision. Qualifications for the consultant • Post-graduate degree/diploma university degree in nutrition, social sciences and public health. • At least two years of experience of working at the district-level in the field of community nutrition/development to support planning, implementation, data management, monitoring and evaluation. • Knowledge/familiarity with the national flagship programmes (NRHM, ICDS and others) and experience of working on essential nutrition interventions is an asset. • Good understanding of social mobilization and behavior change approaches. • Good analytical, negotiation, communication and advocacy skills.
