Consultant: STATE COORDINATOR FOR PNEUMONIA & DIARRHEA MANAGEMENT Duration: 11 months (Starting from 1 July 2015) Duty Station: Bhopal Closing date: 22 June 2015 Background The state of Madhya Pradesh (MP) has the 2nd highest Under Five Mortality Rate at 69 per 1000 live births and an IMR 3rd largest with 54 per 1000 live births (SRS 2013). It is estimated that over 13% of deaths are due to Pneumonia and 10 % due to Diarrhoea (Lancet 2015). Mortality estimates for MP are calculated at about 18 per 1000 live births i.e. 34,382 children die to Pneumonia and 14.5 per 1000 live births i.e. estimated 27,696 children die due to Diarrhoea – (Lancet 2010, Vol 236 rates based on SRS 2013). GAPPD/IAPPD: In 2009, WHO, UNICEF and partners developed a Global Action Plan for Prevention and Control of Pneumonia and Diarrhea (GAPPD). It envisions various interventions for controlling pneumonia and diarrhea in children less than five years of age as the Protect, Prevent and Treat framework to integrate proven cost- effective interventions to end preventable child deaths from pneumonia and diarrhea by 2025. Key goals enumerated are; Reduce mortality from pneumonia to < 3 per 1000 live births Reduce mortality from diarrhea to < 1 per 1000 live births Reduce the incidence of severe pneumonia by 75% as compared to 2010 levels Reduce the incidence of severe diarrhea by 75% as compared to 2010 levels Reduce by 40% the number of children less than 5 years of age who are stunted compared to 2010 levels. The Govt of India (GoI) and GoMP together have launched the India Action Plan for Prevention & Control of Pneumonia & Diarrhea (IAPPD) for reducing diarrhea and pneumonia burden in year 2014. Madhya Pradesh is first among 4 states committed to operationalize the plan for the state in 2015-16. To support the GoMP, UNICEF has partnered with committed TECK Resources Ltd to strengthen Diarrhoea management in the state. UNICEF is on the look out of a State Project Coordinator for pneumonia and diarrhea management to strengthen and monitor key interventions under the MP Action Plan for Prevention and Control of Pneumonia and Diarrhea (MPAPPD). MP and UNICEF have developed district action plans with 51 districts during divisional workshops conducted with the support of UNICEF and other development partners. Purpose of Assignment The purpose of this assignment is to support MP NHM to strengthen the MP Action Plan for Prevention and Control of Pneumonia and Diarrhea (MPAPPD) for better management of diarrhea and pneumonia management through inter-sectoral collaboration and public private partnership. The basic project objective to which the consultancy is related? Key Objectives: a. Support UNICEF and NHM to implement/periodic review MP Action Plan for Prevention of Pneumonia Diarrhea (MPAPPD), b. Promote inter-sectoral convergence for Pneumonia & Diarrhea management c. Strengthen monitoring and evaluation for pneumonia, diarrhea & supply management d. Strengthen Public Private Partnership for system strengthening on pneumonia, diarrhea referral and management. e. To generate demand and develop knowledge products for the state on pneumonia- diarrhea management and use of ORS, ZN and antibiotics f. Capacity Building of Health Workers on pneumonia- diarrhea control in select districts/ division in MP. Outputs & Activities: 1. Support UNICEF and NHM to implement MP Action Plan for Prevention of Pneumonia Diarrhea (MPAPPD) Conduct state and divisional review workshops to collate and review district/ divisional/state action plans for pneumonia- diarrhea management Conduct biannual review meetings to monitor implementation of MPAPPD 2. Promote inter-sectoral convergence for Pneumonia & diarrhea management Conduct quarterly inter-agency task force meeting to monitor state progress on MPAPPD Promote coordination and convergence with Nutrition Conduct District level task force meetings for UNICEF supported districts Participate in Quality Assurance (QA) Cell Meeting at state level to provide necessary feedback Coordination with WASH to implement Swachhata guidelines for public health facilities and finalize WASH facility assessment reports in select districts 3. Strengthen monitoring and evaluation for pneumonia, diarrhea & supply management Strengthen monitoring of key supply chain for pneumonia & diarrhea (ORS, Zinc , antibiotics, Oxygen & nebulizer) Strengthen state drug MIS and expand to sub-district level Strengthen Pneumonia Diarrhea Management monitoring with support of medical college monitoring Strengthen prescription audit in public & private sector Advocacy for co-packaging of ORS & Zn and improved management of pneumonia & diarrhea Compilation and analysis of facility & community case management reports Advocate for reduction of household air pollution in the state Advocate and strengthen Bal Suraksha Maah (BSM) to include Instructions based on Prevent Protect Treat (PPT) framework 4. Strengthen Public Private Partnership for system strengthening on pneumonia, diarrhea referral and management Strengthen partnership with Medical colleges, IMA, IAPSM, IAP, AYUSH, Chemist association and civil society for improved pneumonia diarrhea management, ORS- Zn corners in private sector 5. To generate demand and develop knowledge products for the state on pneumonia- diarrhea management and use of ORS, ZN and antibiotics Develop BCC training modules for health workers Develop Communication Strategy (Advocacy & Communication plan, material, media info pack, IEC prototypes and audiovisual aids) for demand generation along with C4D Develop & strengthen IPC and Mid media activities Support documentation of good practices/ success stories/ case studies with support of UNICEF field level consultants, Govt. & UNICEF Officers Prepare pneumonia diarrhea factsheets on alternate months based on Protect Prevent Treat indicators. Facilitate thematic VHNDs in select districts Support to state to strengthen implementation of Intensified Diarrhoea Fortnight/ Month 6. Capacity Building of Health Workers on pneumonia- diarrhea management in select districts/ division in MP. Support capacity building activities for frontline workers in community and at facility level Facilitate development of online teaching aids/ applications/ e-modules (for mobiles) for frontline workers, health care providers and supervisors Duty Station: UNICEF Bhopal Field Office Supervisor: Health Specialist, UNICEF Bhopal Field Office.
