Chief General Manager – Finance & Administration MP Public Health Services Corporation Ltd.(MPPHSCL) SPC Management Services Pvt. Ltd. (SPC) is supporting MPPHSCL to recruit one Chief General Manager – Finance & Administration on Deputation or Direct Recruitment on contractual basis. The detail of the position and application procedure is mentioned below. General Clarification: 1. Age limit - Age limit indicated in the Job description is applicable for Direct Recruitment candidates only. In case of deputation, the maximum age for entry into the service of the Corporation is two years less than the age of superannuation in the parent department/organisation. 2. Emoluments –In case of Direct Recruitment candidates, emoluments in the job description is indicative. Actual salary would be as offered by the Appointing Authority based on the last drawn salary, experience and qualification. In case of deputation, emoluments would continue as per the parent department rules. 3. Perks – Perks would be as decided by the Managing Director from time to time and would be based on the Recruitment Rules of MPPHSCL. The perks for various posts would be notified separately for Direct Recruitment candidates. In case of deputation, perks would continue as per the parent department rules, however may change later based on rulings made in Recruitment Rules. 4. Performance Related Incentive – Performance Related Incentive would be based on the achievement of key result area for each post during a financial year and would be notified separately for Direct Recruitment candidates. Name of Post: Chief General Manager (Finance and Administration) Number of Posts: 1 (One) Emoluments: Deputation Scale of Pay – 37400-67000+Grade Pay 8700 or Direct Recruitment Salary Rs. 1,09,980/- per month + perks + performance related incentive Age limit: Not exceeding 55 years for direct recruitment and for deputation two years less than the age of superannuation in the parent department. Qualification For Deputation • An officer with minimum graduation / MBA Finance/CA/ICWA and • At least 10 Years’ experience of working in Public Sector companies/corporation/statutory bodies and • At least 4 years’ service in any state Government/PSU/M.P. Government Undertaking/Central Government working on analogous post or at equivalent scale of pay as indicated above. For Direct Recruitment • CA /MBA (Finance) with over 15 years of experience out of which at least 10 years’ experience of handling finance and accounts related work in a public limited company or corporation in which any state government or central government has majority shareholding and knowledge of MS-Office and Accounting Software. In case of CA, should be Member of Institute of Chartered Accountant of India, New Delhi and should not hold certificate of practice. • In case of MBA (Finance), MBA should have been done as a regular student (and not from distance learning) from a reputed college/university recognised by Government. Method of recruitment: Deputation/ Direct Recruitment on contractual basis Job Description 1. To head Finance and Accounts department. 2. To provide vision regarding overall financial health of the Company. 3. To conduct regular reviews of financial performance of the Company. 4. Exercising the Financial Control in project activities. 5. To oversee preparation of Annual budget, regular variance Statement and annual audit. 6. To make recommendations regarding mobilization and effective utilization of funds. 7. To operate financial systems including taxes, books of Accounts, Bank Reconciliation Statement etc. 8. To ensure compliance with all financial and contractual procedures, statutory obligations and policies etc. 9. Liaison with banks, statutory bodies, audit agencies, tax authorities and Government of India. 10. To provide all necessary financial information, oversee the financial management and timely audit of accounts by Auditors. 11. To put in place a sound system of internal control designed to provide reasonable assurance regarding economy, accountability, reliability of financial reporting and prevention of fraud & irregularities. 12. Continuous review of existing financial systems in terms of procurement of health sector goods, equipment and services. 13. Ensure an Internal Audit Operational Plan in place. 14. To provide financial and managerial advice to Board of Directors, Managing Director and DoHFW. 15. Administrative Support: Provision of adequate Human Resource, Office utilities, Logistics arrangements, Facilities maintenance, Tackling all disciplinary issues with suitable action , Conduct of Timely Meetings, Vendor Management, issuing of necessary Orders, Circulars & Notices, Monitoring the work of outsourced staff 16. Human Resource related matters like recruitment, performance appraisals, capacity building, HR policies and procedures. 17.
