Report To: Executive Director - CBCI CARD. Reportee by: All Regional TB Project Coordinators, State TB Project Coordinators and National Office Executive staffs. CBCI CARD as Sub Recipient to the Central TB Division, Ministry of Health and Family Welfare for the Global Fund Rolling Continuation Channel (RCC) grant award seeks to facilitate the involvement of the Catholic Church network in Revised National Tuberculosis Program (RNTCP) across 19 states of India for a six year period. This project is currently implemented in Andhra Pradesh, Assam, Bihar, Chhattisgarh, Jharkhand, Karnataka, Madhya Pradesh, Orissa, Rajasthan, Uttar Pradesh and West Bengal, Kerala, Tamil Nadu, Gujarat, Maharashtra, Goa, Meghalaya, Manipur and Nagaland. CBCI Coalition for AIDS and Related Diseases (CBCI CARD) is seeking a candidate to work as the National Coordinator in Delhi. The position is contractual and carries an attractive salary package, commensurate with experience. Key Roles and Responsibilities: Planning, Controlling & Monitoring: • Manage the process of strategic planning, project planning and budgeting to ensure that plans are well coordinated and completed in a timely manner. • Leading the full Project Management life cycle, starting from Planning to Implementation and developing sustainability in a long run. • Providing managerial & technical direction to a team towards the program management & administration. • Manage interventions & liaisoning in conjunction with respective STOs, DTOs and other related Govt. offices, NGOs etc by regular and close monitoring of the Progress Reports. • Manage the system of regular internal reporting devised by the Executive Director to be kept updated of progress in the project and any necessary changes to activities, logical framework and budget. • Develop the role of the Project Management Unit to become an efficient management and programming monitoring group. People Management: • Monitor and handhold all State Consultants and National office staff in program implementation • Provide technical assistance, guidance for building capacities of the staff, partners etc as required in the Project • Develop and ensure implementation of the employee development program and plan, employee training policy, and training schedule • Ensure organizational teams and team practices are created and implemented • Ensure regular staff performance appraisals are conducted with systems to coach staff to achieve optimum expectations • Manage the process of drafting/ revising staff contracts/ TORs for vendors, partners, permanent employees and consultants • Manage the process of recruitment of staff and orient new staff to the project. Project Coordination & Administration: • Overall ensuring adherence to the DIP. • Provide Leadership and Guidance to the Project team in implementation of the Project in respective States. • Coordinate the schedule of all project related activities, ensuring coherence and avoiding overlap and time conflicts. • Create a system of regular evaluation visits to the State Offices, CHFs etc. and status review in order to observe the timeliness and deliverables with regards to Performance Indicators, M&E systems, financial systems & Capacity building. Ensure adherence to this through a well developed system of control and performance based funding. • Ensuring that all the project activities are undertaken in compliance with CTD and Project guidelines and executed at the required performance level. • Collate and provide an accurate and timely report on the status of programme implementation to the Central TB Division on a quarterly basis. • Review monthly, quarterly, annual and other progress reports before final submission, as required by donors and the Management Board. • Assist in coordinating periodic meetings of RNTCP program staff along with concerned stakeholders at the national level. • Provide technical support to all Catholic Health Facilities (CHFs) in the country for training, monitoring, supervision, implementation and surveillance of RNTCP program according to policies of the Government of India with a view to strengthen their involvement • Liaison with State and district level officers as well as the officials of the identified Catholic health facilities in order to establish good practices of intensive supervision in the RNTCP implementation in these institutions • When on supervisory visits, inspect records of involved CHFs, crosscheck these with concerned District Tuberculosis Centre, Tuberculosis Unit, Designated Microscopy Centre records and evaluate these against objective performance through review of slides, interviews with patients and staff, etc • Facilitate effective monitoring of the program in the identified Catholic institutions by the RNTCP system in place at the District, State, Regional, and National level Financial Management: • Coordinate preparation of project budgets and budget revisions. Monitor project expenditures through Quarterly Statement of Expenditure Reports. • Review the Fund requests by the State Offices and provide approval on the same. • Oversee the proper Fund Disbursement to the State Offices. • Authorize payments for the project activities in accordance with approved Action Plan and budget. • Commission the annual financial audit in consultation with the Finance Manager. • Ensure timely and efficient systems are instituted in the Finance Dept in conjunction with the Finance Manager. Communication & Liaisoning: • Manage communication & liaisoning with CTD, STOs, DTOs, CHFs and other Non- Governmental organizations, Agencies, concerned / connected with the project. • Ensuring the effective internal and external liaisoning. Competencies: Functional Competencies: • Familiarity with public, private and NGO/CBO sector operations in health programs. (Added advantage will be experience in pertaining to RNTCP) • Knowledge of state/district health structure and administration • Ability to analyze and interpret reports / documents with excellent reporting and data management skills • Knowledge on developing and designing effective monitoring systems. • Excellent oral and written communication skills in English • Proactive in problem solving and comfortable working with / in a team. • Ability to impart technical knowledge through formal and informal training. • Competency in computer operations (MS Office) and Office Automation Behavioral Competencies: • Ability to work in a multicultural environment with excellent liaison and facilitation skills as well as the ability to work collaboratively with diverse partners • Ability to work independently, be self motivated and have good judgment skills • Proactive in problem solving and comfortable working with / in a team. • Strong Leadership & People Management skills • Strong communication & interpersonal skills • Planning, Organizing and Coordination skills Educational Qualifications: • Master in Public Health with substantial experience in managing National Health Programmes. • MBBS preferably with MD in Community Medicine. Preferred Professional Experience: • At least 7 years in implementation of National Health Programs or other health programs of a similar stature. • Acquaintance with Christian Health Care Network and knowledge of RNTCP will be an added advantage. Compensation: Will be competitive and commensurate with professional experience. This position will involve extensive travel.
