1. POSITION VACANT: Quality Manager Hospital (District), QAP-QMHD, 75 vacancies, Uttar Pradesh
2. ORGANIZATION BACKGROUND:
The National Health Mission (NHM) was launched with a view to bringing about dramatic improvements to the health system and health status of people, especially those who live in the rural areas of the country. The Mission seeks to provide universal access to equitable, affordable and quality health care which is accountable at the same time responsive to the needs of the people, reduction of child and maternal deaths as well as population stabilization, gender and demographic balance. In this process, the Mission helps achieve goals set under the National Health Policy and the Millennium Development Goals.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Quality Manager Hospital shall support the Quality Assurance Programme Cell at the District Level and be responsible for devising and establishing quality procedures, standards and specifications in District Hospitals. S/he shall promote Quality Improvement in all the process & procedures of the hospitals and share reports.
Key Job Responsibilities:
1. Ensuring good quality non-clinical services like infection prevention, security, diet etc.;
2. Ensuring clean surroundings, OPD Areas, Wards, Labour Room, OT and Patient amenities and outsourced services;
3. Periodical assessment of hospitals on quality check list and arrive at a score for the facility;
4. Identification of gaps, develop action plan under the guidance of in- charge of the hospital and monitor compliance;
5. Facilitate conduct of meeting of Rogi Kalyan Samiti;
6. Ensuring that the hospital meets all regulatory compliances such as BMW, Blood Bank/Storage license, AREB regulations, etc.;
7. Keep a record of non-functional equipments and time line for its repair along with AMC for all equipments;
8. Planning and work-out modalities towards upliftment, preventive maintenance of equipments and vehicles and modernisation of hospital;
9. To institute and effective grievance redressal system both for employees and the patients;
10. Strengthen of District Hospital MIS, KPI and report actions taken.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must possess Masters in Hospital Administration/ Health Management from a recognized university along with a graduation degree in MBBS/ Dental/ AYUSH/Nursing/Life Science/Social Science.
Experience:
Essential:
Applicant must possess a minimum one year of experience in Public Health or Hospital Administration;
Desirable:
Preference shall be given to candidates with experience in Health Care Quality or Formal Quality of a quality system.
Skills and Competencies:
• Knowledge of Government Legislations and policies are essential;
• Sound knowledge on the Concepts of Quality to the hospitals (NABH);
• Knowledge of English and Hindi, both written and oral;
• Effective communication skills, with demonstrated ability to talk and listen to people and build rapport with them;
• Computer proficiency and familiarity with database management programmes and commonly used packages like MS Word, Excel, PowerPoint etc.
5. AGE LIMIT: Upto 45 years as on date of advertisement with five years’ relaxation for reserved category.
6. NUMBER OF VACANCIES: 75 vacancies: UR (37), OBC (21), SC (16), ST (1)
7. CONTRACT TYPE AND PERIOD:
The position is on a contractual basis, initially for a period of one year, extendable thereafter, on the basis of performance and subject to further approval by the Government of India.
8. COMPENSATION OFFERED:
The gross remuneration budgeted for the position is Rs. 40,000/-PM.
9. LOCATION: In the districts of U.P
10. RESERVATION POLICY: State reservation policy will be applicable with respect to all vacancies.
(Note: Reservation policy is only applicable to U.P. domiciles. All applicants from other states, irrespective of their category, shall be considered under “Unreserved Category” and will not get privileges of U.P. state reservation policy whatsoever.)
