1. POSITION VACANT: Consultant Public Health (Division), QAP-CPHDV, 18 Vacancies, Uttar Pradesh
2. ORGANIZATION BACKGROUND:
The National Health Mission (NHM) was launched with a view to bringing about dramatic improvements to the health system and health status of people, especially those who live in the rural areas of the country. The Mission seeks to provide universal access to equitable, affordable and quality health care which is accountable at the same time responsive to the needs of the people, reduction of child and maternal deaths as well as population stabilization, gender and demographic balance. In this process, the Mission helps achieve goals set under the National Health Policy and the Millennium Development Goals.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant Public Health shall support the Quality Assurance Programme Cell at the Divisional level and be responsible for monitoring the health programmes run by the government. S/he shall implement quality assurance programmes as Public Health Facilities, provide technical assistance in areas of health systems and develop protocols and methodologies for quality improvement in the area of public health.
Key Job Responsibilities:
1. Coordinating and promoting quality related activities and advocacy especially related to National Health Programmes at Divisional Level;
2. Coordination with State Programme Officers for implementation of National Health Programmes at Facility level under ambit of Quality Assurance Activities;
3. Providing technical support in implementing the technical protocols and clinical standards at Divisional Level;
4. Estimating state’s requirements of resources for QAP and coordinate with Districts for allocation of resources for the gap closure, found during assessment process;
5. To assist, support and conduct assessment and scoring of Public Health facilities at District;
6. Grading of healthcare facilities on the basis of score;
7. Certification Review the status of QA activities at different facilities;
8. Review of financial requirement of district facilities;
9. Facilitate need assessment for training, prepare training curriculum and plan training activities in collaboration with training institutes at District Level;
10. Conducting workshops and training for the district personnel on QA and certification of Health care facilities;
11. Providing necessary support to DQAC / DQAU in the area of Public Health;
12. To attend to any other duties/responsibilities assigned by the authorities and the reporting officer.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Essential:
Applicants must possess Masters in Hospital Administration/ Health Management from a recognized university along with a graduation degree in MBBS/ Dental/ AYUSH/Nursing.
Experience:
Essential:
Applicant must possess a minimum five years of experience in Public Health / Hospital Administration out of which at least one year work in the field of Public Health Quality.
Desirable:
Preference will be given to candidates having training and experience of implementing a recognized quality system like NABH/ISO 9001:2008/Six Sigma/Lean/Kaizen.
Skills and Competencies:
(1) Knowledge of Public Health Management and Hospital Administration;
(2) Knowledge of the latest health policies and procedures as stated by the government shall be an asset;
(3) Knowledge of recognized quality systems shall also be an asset;
(4) Knowledge of English and Hindi, both written and oral;
(5) Effective communication skills, with demonstrated ability to talk and listen to people and build rapport with them;
(6) Computer proficiency and familiarity with database management programmes and commonly used packages like MS Word, Excel, PowerPoint etc.
5. AGE LIMIT: Upto 45 years as on date of advertisement with five years’ relaxation for reserved category.
6. NUMBER OF VACANCIES: 18 vacancies; UR (9), OBC (5), SC (4)
7. CONTRACT TYPE AND PERIOD:
The position is on a contractual basis, initially for a period of one year, extendable thereafter, on the basis of performance and subject to further approval by the Government of India.
8. COMPENSATION OFFERED:
The gross remuneration budgeted for the position is Rs. 45,000/-PM.
9. LOCATION: At the division levels of U.P
10. RESERVATION POLICY: State reservation policy will be applicable with respect to all vacancies.
(Note: Reservation policy is only applicable to U.P. domiciles. All applicants from other states, irrespective of their category, shall be considered under “Unreserved Category” and will not get privileges of U.P. state reservation policy whatsoever.)
