1. POSITION VACANT: Consultant Quality Assurance (District), QAP-CQADT, 75 Vacancies, Uttar Pradesh
2. ORGANIZATION BACKGROUND:
The National Health Mission (NHM) was launched with a view to bringing about dramatic improvements to the health system and health status of people, especially those who live in the rural areas of the country. The Mission seeks to provide universal access to equitable, affordable and quality health care which is accountable at the same time responsive to the needs of the people, reduction of child and maternal deaths as well as population stabilization, gender and demographic balance. In this process, the Mission helps achieve goals set under the National Health Policy and the Millennium Development Goals.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant Quality Assurance shall support the Quality Assurance Programme Cell at the District Level. S/he shall perform research and establish guidelines for quality control, conduct quality assurance tests, hire and train employees and develop reports on the same.
Key Job Responsibilities:
1. Coordinating and promoting quality related activities and advocacy across the district;
2. To assist, the District Quality Assurance Officer and in discharging his duties;
3. To assist, support and conduct assessment and scoring of Public Health Facilities;
4. Grading of healthcare facilities on the basis of score in the district;
5. Ensuring that DQAC meets regularly and follow-up actions have been taken;
6. Selecting facilities that may go for Certification and supporting them in the process;
7. Estimating District requirement (in terms of Structure, Process and outputs) for improving quality of healthcare services;
8. Review the status of QA facilities in districts;
9. Providing support to facilities in the Districts in taking appropriate and time-bound actions on closure of the gaps, identified during assessment;
9. Conducting workshops and training for district and facility level on QA and certification of healthcare facilities;
10. To provide technical assistance to health facilities in achieving compliance to statutory requirement such as Atomic Energy ACT & AERB Guidelines, Blood bank license, PC PNDT act, Biomedical (Management & Handling) rules, etc. in the district;
11. To review the Patients and employee’s satisfaction from different districts submitted by DQAU subsequently develop an action plan to address the concerns of patients, which led to poor satisfaction;
12. Advise on the further development of QA and certification across health facilities in the district;
13. To attend to any other duties/responsibilities assigned by the DQAC and SQAC;
14. Monitoring of recording / reporting system through field visits reports with appropriate suggestion/actions for improvement.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Essential:
Applicants must possess Masters in Hospital Administration/ Health Management from a recognized university along with a graduation degree in MBBS/ Dental/ AYUSH/Nursing.
Experience:
Essential:
Applicant must possess a minimum two years of experience in Public Health or Hospital Administration.
Desirable:
Preference will be given to candidates having training and experience of implementing a recognized quality system like NABH/ISO 9001:2008/Six Sigma/Lean/Kaizen.
Skills and Competencies:
(1) Knowledge of Public Health Management and Hospital Administration;
(2) Knowledge of recognized quality systems will be an asset;
(3) Knowledge of English and Hindi, both written and oral;
(4) Effective communication skills, with demonstrated ability to talk and listen to people and build rapport with them;
(5) Computer proficiency and familiarity with database management programmes and commonly used packages like MS Word, Excel, PowerPoint etc.
5. AGE LIMIT: Upto 45 years as on date of advertisement with five years’ relaxation for reserved category.
6. NUMBER OF VACANCIES: 75 vacancies; UR (37), OBC (21), SC (16), ST (1)
7. CONTRACT TYPE AND PERIOD:
The position is on a contractual basis, initially for a period of one year, extendable thereafter, on the basis of performance and subject to further approval by the Government of India.
8. COMPENSATION OFFERED:
The gross remuneration budgeted for the position is Rs. 40,000/-PM.
9. LOCATION: In the districts of U.P
10. RESERVATION POLICY: State reservation policy will be applicable with respect to all vacancies.
(Note: Reservation policy is only applicable to U.P. domiciles. All applicants from other states, irrespective of their category, shall be considered under “Unreserved Category” and will not get privileges of U.P. state reservation policy whatsoever.)
